1.This one has got 2 Chinese Simple translations.
How can this happen?
One of them is actually in English.
I suggest either you merge them or delete one of them.

2.The subs can't be edited. The button there is "add translations" instead of edit.

    Hi Alex,

I have deleted the extra Chinese translation, which was actually in English. The video should be good to use now.

Yes, multiple versions of the same language can exist in the system simultaneously, as different people might prefer translating from different languages with independent timing, and a new language version will be created for each language pair.

Example: you transcript an English video in English, directly from video -> English
then you upload a French translation from a file or transcript in French, directly from video -> French
next, you can make a Chinese translation from English, and yet another Chinese translation from French -> you have 2 Chinese subtitle tracks for the same video.

"Add Translations" button you see is definitely a bug that sometimes occurs after forking or uploading subtitles and is too elusive to be reproduced with confidence - that's why it has not been fixed. However, even in this case you still can edit your subtitles in two ways: 1. Select the desired subtitle track and then Improve These Subtitles item from the drop-down menu under the video player, or
    2. Click Add Subtitles button. In Create Subtitles dialog, choose the desired language as Into language and the language it was translated from as From language (if it's not a translation, choose Direct from video as From:).

    Happy subtitling!
