syncing the subtitles to the video

In the Sync and review sections, as long as there is no subtitle, the then the timeline increments normally; however, once the first subtitle slides to the current time in the timeline, then the movement is very choppy, sometimes stopping for 2 seconds straight, and some subtitles do not appear at all.

    I am using Windows 7 Starter on an ASUS EeePC with Intel(R) Atom (TM)
    cpu n270 @ 1.60GHz with 1GB installed RAM. 32-bit OS

    The problem you described sounds like performance-related, so it is worth noting that the computer you use is barely meeting the minimum hardware requirements for running Microsoft Windows 7 (at least 1 Hz CPU and 1 GB RAM, as per http://windows.microsoft.com/en-US/windows7/products/system-require...). To run a video-based application smoothly, one would need hardware with better performance characteristics.

    You did not mention what Web browser you use. From my experience, the use of UniversalSubtitles with Internet Explorer on slower computers results in worse performance compared to Firefox or Google Chrome. Have you tried using FF or Chrome to sync this video?

    If using a different Web browser or killing some of the application processes that take up memory does not solve the problem, then probably it would be best to switch to a more powerful computer.
